BALIKATAN EXERCISE 2015 IN PANAY STARTS


CAMP PERALTA, Jamindan, Capiz – The Balikatan Exercise 2015 in Panay officially started today April 7, 2015 with the opening ceremony of the Basic First Responders Training held at Camp Peralta, Jamindan, Capiz.

A total of 105 participants composed of 82 military personnel from the 3rd Infantry Division, Philippine Army, 13 reservists from the 6th Regional Community Defense Group and 10 personnel from the Capiz Provincial Risk Reduction and Management Council will undergo the Basic First Responders Training from April 7 to 10, 2015.

Series of lectures and practical exercises on basic life support, primary medical care, rescue procedures, and mass evacuation simulation among others will be conducted by the United States Cooperative Health Engagement Team headed by Captain Jennifer Brown, a medical doctor in the US Army.

One of the objectives of the training is to promote and enhance the capabilities of both the Philippines and US Armed Forces in terms of humanitarian and civic assistance during disasters and calamities.

Meanwhile, Lieutenant Commander Catherine Eyrich, Head of the US Joint Civil-Military Operations Task Force for Balikatan Exercise in Panay said that the goal of the joint exercise is to build relationship and continue the active military-to-military partnership between the Armed Forces of the Philippines and the US Armed Forces.

Succeeding activities for Balikatan Exercise in Panay include Barangay Health Seminar to be participated by the local residents in Tapaz, Capiz, Civil-Military Operations Exchange Seminar at Camp Peralta, Jamindan, Capiz for 3ID personnel, and Humanitarian Assistance and Disaster Response Seminar.

Major General Rey Leonardo Guerrero, Commander of 3rd Infantry Division emphasized in his message to the participants of the training that it is during the times of calamities that we realize the importance of our role in assisting local government in disaster rescue, relief, recovery and rehabilitation efforts.

MGen Guerrero further urged the participants to listen attentively and to participate actively for them to be able to maximize the learning experience and further impart these experiences to the men in the field, and likewise take the opportunity to interact and mingle with our US counterparts.
